The risk disclosure was written on two sheets of A4 paper, handwritten, the script as neat as a judicial document.
Farhan had not used a screen to display it—screens left traces. Physical paper was easier to destroy. He spread the two sheets flat in front of Lu Yuan, the paper’s edges held down by a cup of water and a key. The key was for his cage workstation. The water was at the right temperature for the five-year-old child in his arms to take her medicine.
“Take a look. No rush,” Farhan said.
Lu Yuan set his daughter down on a folding chair beside him, unscrewed the cap of her water bottle, confirmed the temperature was right, then broke the pill in half and handed it to her. The little girl took the pill obediently, drank the water, tilted her head back and swallowed—the whole process as quiet as a well-trained animal. She was used to taking medicine. Used to not complaining about the bitterness.
When that was done, Lu Yuan sat on the other side of the folding table and picked up the two sheets.

This document does not constitute a legal contract. The Data Party is not a legal entity and does not sign any legally protected covenant. The following content is provided for information only and does not grant judicial immunity or protection to any signatory.
I. Nature of Target of Resistance
- Starlink Communications LLC (hereinafter “Starlink”) currently operates in 187 signatory countries worldwide, operates 12,411 low-Earth orbit satellites (as of June 2057), and directly or indirectly controls approximately 93% of global intercontinental communication traffic, 78% of the compute infrastructure leasing market, and 100% of authorized non-military near-Earth orbit communication frequency bands.
- Starlink possesses legal surveillance, data review, and signal control authority within signatory countries. In most signatory countries, unauthorized access to or modification of the Starlink network constitutes a criminal offense.
- Comprehensive assessment: the legal risk level of opposing Starlink is equivalent to being simultaneously in a hostile state with the world’s largest monopoly and its affiliated national judicial systems.
II. Individual Legal Risk
- Probability of arrest: based on known Data Party members identified by the Starlink security division over the past eight years (sample size: 47 persons), the probability of arrest within 72 hours of identification is approximately 81%. For core technical personnel, the probability of arrest is 96%.
- Conviction rate: the conviction rate after entering judicial proceedings approaches 100%. The lightest sentence was seven years’ imprisonment (Berlin, 2053, non-core member, not involved in firmware reverse engineering). The heaviest sentence was life imprisonment without parole (Singapore, 2055, convicted under “space terrorism” charges).
- Extradition risk: persons arrested in any signatory country may be extradited to the country that filed the lawsuit. The Data Party is currently unable to provide safe haven.
III. Familial Collateral Risk
- Starlink has an automated program codenamed “Mirror” that, within 24 hours of a Data Party member’s identity being flagged, performs a “correlated risk reassessment” on the Starlink accounts of their immediate family members. Manifestations include but are not limited to:
- Mandatory downgrade of account tier to Copper or Reserve (below Copper, retaining only emergency communication functions)
- Freezing of medical authorization—covering remote diagnosis, AI diagnostics, online prescriptions, and all other medical services requiring Starlink compute support
- Multi-dimensional deductions in social credit scoring systems—affecting children’s education, employment, loans, housing rental, etc.
- The above measures do not pass through any open judicial process. Starlink defines them as “account risk management” and not legal punishment.
IV. Data Party Commitments
- The Data Party will not provide any member’s identity information to any signatory government, judicial body, law enforcement agency, or Starlink.
- The Data Party commits to initiating the anonymous relocation procedure for a member’s family members within 72 hours of the member’s arrest (through the Pigeonnet’s physical channel, not electromagnetic signal paths), where feasible.
- The Data Party does not guarantee the full implementation of the above commitments.
Lu Yuan’s gaze stopped at the line “Freezing of medical authorization”—longer than it had lingered on any other line.

“My daughter—if I sign this—will she—”

“Might also eliminate her risk.”
“Might.”
Lu Yuan looked down at the line beneath the tip of his pen. A signature took only two seconds. The side channel hidden among a hundred and twenty thousand satellites—its activation code was already in his memory. Farhan had spent the previous hours teaching him the complete signaling structure of the SkyWalker protocol, and he had memorized it all. No notes. No recordings. No digital trace.

This was everything a world-changing signing ceremony deserved.

He finished the last stroke and placed the pen back on the table. The ink on the paper glistened faintly under the fluorescent light. The signature was clean, clear, no scrawl, no hesitant scratches.
Farhan walked over, picked up the two sheets, did not look at the signature, and fed them directly into a shredder. The sound of cutting blades rang through the quiet compartment for about two seconds. The confetti fell into a transparent recycling bag, fine as a miniature snow.
“The protocol exists only in your mind now,” Farhan said. “Come on. I’ll show you SkyWalker’s real test environment. Amina’s new firmware sample from Lagos arrived earlier than expected.”
He turned and walked out of the workstation, pausing at the door.
“Your daughter—we’ll find a way. Not because there are guarantees. Because we’re all in this boat now.”

Isabel stared at the word “Huawei” for several seconds. Then she set down her coffee cup and sat back at her desk. Her ten fingers hovered above the keyboard without immediately pressing down.
She was the EU Digital Freedom Committee’s appointed Special Envoy for Starlink Affairs—an official role representing the EU in service agreement negotiations with Starlink and overseeing its regulatory compliance in the European market. But what had kept her in this position for four years was the razor-thin relationship she maintained simultaneously between the Data Party and Starlink’s upper management. She thought she was controlling both lines quite well.

“The Data Party has a new member,” Isabel said without preamble. She did not have the habit of easing into conversations.
“I know.”

“You know?”

“You knew before I did,” she said. It was not a question.

His voice carried no pride. Just a statement of fact. But it was that very calm that sent a chill through Isabel.
“Then what do you need me for?”
Milan paused on the other end. When his voice returned, there was a subtle shift in tone—softer, like someone about to say something important but not wanting it to sound important.
“Isabel, I have a mousetrap here that everyone thinks is cheese.”
Isabel did not respond.
“But who is the mouse—that’s not decided yet.”

“You’re saying—Lu Yuan isn’t prey?”
“I’m not saying he’s prey. I’m not saying he isn’t. I’m saying—” Milan paused. Isabel thought she heard a soft laugh from him—not mockery, more like a weary self-deprecation. “You all think this game only goes in one direction. But directions can change.”

“I want to see who finally presses the button.”
The line went dead.
Isabel set the receiver back on the base and stared at it for several seconds. Outside the window, the Berlin sky remained leaden; the tip of the distant television tower was swallowed by low clouds, like a severed finger.

She curled her legs on the chair, her small hands wrapped around a thermos Lu Yuan had taken from the base’s rest area, drinking warm water in small sips.
Lu Yuan crouched in front of her and felt her forehead. Temperature normal. Breathing rate normal. Pupils normal. After silently confirming these metrics, he turned his attention to the object Farhan was handing him—an unremarkable black metal box, about the size of a shoebox, with an SMA connector at each end. A dove emblem was laser-engraved on the casing.
“Amina’s pigeon sent it from Lagos. Ground route—Morocco, Spain, France, Germany, finally hitched a ride in the cargo hold of a freight flight from Frankfurt to Shenzhen.” Farhan patted the surface of the metal box. “The latest SkyWalker protocol firmware sample. Her people ran a preliminary validation on a five-year-old FPGA development board at their base. The results were better than expected. The side channel bit error rate is nearly two orders of magnitude lower than the simulation environment.”
Lu Yuan took the metal box, turned it over to check the bottom—the thermal pad showed wear marks, a small patch of residual flux near the screw holes near a circuit board. He did not look for long, but Farhan noticed the order of his inspection: ports, heat dissipation structure, shielding thickness, seam waterproofing.
“This casing was hand-soldered,” Lu Yuan said.
“Yes. Lagos has limited conditions, but they have a very skilled welder—Amina herself. She used to be a submarine fiber optic cable engineer. Soldered tens of thousands of connectors. Steadier than a machine.”
Lu Yuan did not speak. He imagined a woman in her sixties, in some room without air conditioning in Lagos, wearing reading glasses, using a soldering iron to stitch together, stitch by stitch, a device that could be used to shake the foundations of the Starlink empire. The solder joints were smooth, uniform, carrying the texture of a handmade craft.
He held the device, a feeling rising in him that he could not name. Not fear. Not excitement. More like stepping onto a solid stone.
This thing was real. The protocol existed. The side channel was usable. It was still rough, still fragile—like a slingshot in the hands of an infant standing before Starlink’s vast network architecture. But it was real.
“When can we run the test?”

Then he pressed it.
