Eighteen days after the drone landed, Data Haven grew to 2.31% of Starlink’s total capacity.

Not through explosive expansion — through a slow, almost biological infiltration. Every satellite that received a new routing rule via the SkyWalker protocol became a boundary node of the autonomous domain, then advertised new routing information to its neighboring satellites. In most cases, the neighboring satellites rejected the advertisement — Starlink’s distributed consensus protocol automatically marked non-standard routing rules as invalid. But in rare cases, when the boundary node’s pressure was high enough, when the inter-satellite link load was heavy enough, when the consensus protocol’s fault-tolerance mechanism happened to be in somesubtle relaxed state — the new rule would be accepted.

Each routing node that accepted a new rule was like a seed taking root at the edge of a desert. It didn’t need much water itself — but it would change the soil structure around it, making it easier for the next seed to survive.

Two point three one percent. This number wasn’t calculated by Farhan, wasn’t released by Amina’s team. It was calculated by an independent monitoring system inside Starlink — a network state estimator designed by Milan, not belonging to any department. It automatically generated a report every day, sending it to seven specific email addresses. Milan hadn’t deleted it, hadn’t blocked it, hadn’t explained why he allowed it to continue sending.

That email now had an eighth recipient: the SkyWalker protocol management account in Data Haven’s autonomous domain.

Farhan read that set of numbers on the morning of the eighteenth day. He sat in front of the terminal at the safe house for a moment, then projected that number onto the main screen. Two point three one. Two decimal places of precision. Like a surgeon who had already settled into Starlink’s body, confirming during routine rounds that his implant wasn’t being rejected.

Data Haven at 2.31% didn’t need Starlink’s billing system. Anyone — as long as they knew the access method of the SkyWalker protocol — could freely transmit data in this enclave, use computing power, unmetered, untokened. It wasn’t a network open to the public — access required knowing a specific set of QKD noise signature templates, and those templates wouldn’t appear in any public forum or document. But those who knew it could teach the next person who knew it.

It was like a secret city known only by word-of-mouth addresses. It wasn’t on any map, but everyone who found the way could live there.


Silas was arrested twenty-one days after the drone landed.

Not by Starlink’s internal security team — by investigators from the International Criminal Court, in the international departure lounge of Shenzhen Bao’an International Airport. He was queuing at the boarding gate for a one-way flight to Singapore. He had no checked luggage, only acarried briefcase — containing three passports of different nationalities, several stacks of cash, and an encrypted hard drive. The investigators appeared beside him as he presented his boarding pass, two of them, a man and a woman, dressed in dark plain clothes, showing the International Criminal Court’s arrest warrant and the Singapore police’scooperative enforcement documents.

Silas didn’t resist. He stood still, put the boarding pass back in his pocket, hands hanging at his sides, letting the female investigator pull his hands behind his back and cuff them. The sound of the metal clicking was nearly inaudible in the noise of the departure lounge — the flow of people continued moving around them, someone dragging a suitcase past hurriedly, someone looking down at their phone, no one noticing a middle-aged man being led away.

As he was escorted out of the departure lounge, he stopped for one step at the automatic doors. The sunlight outside hit his face — Shenzhen’s December sunlight, not harsh, carrying a softness peculiar to southern winters. He squinted.

The investigator gently pushed his arm, signaling him to continue.

He didn’t look back.

Starlink sent an internal announcement that evening: 「Asia-Pacific Security Center Director Silas Chen has left the company for personal reasons, effective immediately. We thank him for his contributions during his tenure.」 The announcement didn’t mention the arrest, didn’t mention the data black market, didn’t mention the drone, didn’t mention anything related to Data Haven.

Starlink couldn’t acknowledge Data Haven’s existence — because acknowledging its existence meant acknowledging that its own core network contained an uncontrolled autonomous domain. That was far more serious than an internally corrupt former security director. So Data Haven continued to exist, unacknowledged but also undestroyed. Like a guest who was never mentioned in the house but was never asked to leave, sitting quietly in a corner, not drawing attention, not preparing to go.

That evening, Milan received an encrypted message from the CEO, not long in content:

「The board knows about Silas. The evidence you provided — we won’task where you got it, or why you sat on it for years before releasing it. But you need to know one thing: you have no allies left on the board. You’re still the chief protocol architect, your salary unchanged, yourpermissions unchanged — but next time, no one will speak for you.」

Milan read the message, didn’t reply. He turned off the terminal, stood up, walked to the window. The Sava River outside shimmered with dull light in the night, the spires of the old town outlining blurrysilhouette against the moonlight. He stood there for a long time, so long that a thin layer of condensation formed on the window glass, from thetemperature difference between indoors and out.

He remembered his father. Remembered the last words his father said before walking out the door that winter — “Make sure the line is open.”

He made sure the line was open. But where the line led, who was listening on the other end — he had never had the power to choose.


That same late night, Milan opened the leather-bound journal, flipping to the latest page. Outside the window, a Starlink satellite was crossing the Belgrade night sky at a uniform speed — one of 120,000 satellites, unaware of how long it had been carrying Data Haven’s route advertisements encapsulated in its QKD channel. Those data packets had dwelled in that satellite’s memory, then been forwarded to the next satellite, then the next, like a letter with no recipient address passing through countless hands.

Milan’s fountain pen paused over the paper for a moment, then he began to write. His handwriting, after decades of restrainedwriting, showed subtle changes he himself wasn’t aware of — the turns of his strokes no longer as precise as before, some letters spaced slightly wider apart, as if his hand unconsciously wanted to leave itself more room during the act of writing.

November 2057. Can’t remember the exact date. Outside the window, winter in Belgrade.

I’ve been thinking about a question lately: what is the highest tax?

Not the tax on wealth — what humanity has been doing for thousands of years isnothing but finding a more efficient way to transfer the fruits of some people’s labor into the hands of others. Not the tax on data — that’s just the digital-age mutation of the wealth tax.

The highest tax is the tax on thought.

Because thought is the ultimate scarce resource. Bandwidth can be expanded, computing power can be stacked, tokens can be issued — but a singlethought that a person generates in one instant, the ability to approach a problem from a completely unexpected angle, the ability to see connections in the gaps of information — that cannot be produced. It is finite. It is irreplaceable.

Starlink’s token tax isn’t a tax on traffic. It’s a tax on attention. A tax on theflow of thought. It charges a tiny fee every time a data packet passes through a satellite — not much, just enough for your thoughts to realize, before they even germinate, that they have a price.

Over time, you forget that thoughts were originally free.

But that enclave called Data Haven — that 2.31% — in that space, theflow of thought is unmetered. Not because there’s more bandwidth or faster computing power. Because in the design structure of that space, every data packet’s transmission doesn’t pass through the billing module.

They aren’t exempted from taxation. They were designed to be untaxable.

These are not the same thing.

When I started building Starlink more than twenty years ago, I thought I was building a bridge. Only later did I realize I had built a toll booth. Everyone who crosses the bridge has to pay — that’s not the definition of a bridge.

Data Haven isn’t a better bridge. It’s a very small, inconspicuous ferry crossing that isn’t even marked on any map. A ferry crossing isn’t as grand as a bridge; it can’t carry many people at once, isn’t fast. But it doesn’t charge.

You can choose not to use that ferry crossing. But knowing it exists — knowing that there’s still a way to cross the river that doesn’t charge — that’s a matter of dignity.

I don’t know how long this ferry crossing will last. Maybe a year, maybe ten, maybe it will be internally reclaimed by Starlink’s consensus protocol in the next firmware update. But it exists today. At this moment as I write these words, it exists 400 kilometers above my head, in the routing tables of several hundred of the 120,000 satellites.

They are passing over my head.

They are carrying a space that doesn’t need to pay taxes, flying past the window of the man who built the biggest toll booth.

I don’t know if this is the failure of the architecture, or the victory of the architect.

He wrote the last word, didn’t reread it. He closed the notebook and put it back in the drawer. The drawer wasn’t locked.

Outside the window, the satellite was still flying.


In Brussels, three days after Silas’s arrest, the EU Digital Freedom Committee received an unsigned resignation letter.

The letter was paper, delivered through the internal postal system, the envelope bearing no sender address, but the postmark showed it came from a post office branch in the southern suburbs of Brussels that had no surveillance cameras. The letter contained only two lines, printed, no signature:

「I hereby resign from the position of Special Envoy for Starlink Affairs for personal reasons. Thank you for the committee’s trust over the past four years.」

The committee’s administrative secretary filed the letter and sent a standard confirmation reply — “Received your resignation application. Wishing you all the best in your future endeavors” — then placed the letter in the “voluntary resignation” folder of the personnel archives.

The paper of that letter was ordinary A4 printer paper, the brand andmodel available at any office supply store in Brussels. Under professional equipment inspection, no identifiable fingerprints were found on the paper — the person who wrote the letter had worn thin gloves throughout the handling of the paper.

But in the paper fibers of that letter — if someone had immersed it under a specific wavelength of ultraviolet light before handling — they would have found a set ofencoded written in extremely light pencil indentation, unreadable to the naked eye. Hexadecimal ASCII codes, seven lines, each line corresponding to a parameter group for a QKD noise template.

Those were the seven sets of keys to enter Data Haven.

Isabel Krause — if she was still using that name — within hours of dropping that letter into the mailbox, had already passed through three different trains and changed to two long-distance buses, departing from Brussels Central Station, crossing Belgium, France, and Spain, arriving on the evening of the fourth day at an old-town hostel in Lisbon that had no Starlink access. In the room of that hostel, she opened a package Amina’s Pigeonnet had prepared for her three months earlier — a new passport, a boat ticket, and a terminal pre-loaded with the SkyWalker access program.

She didn’t tell anyone where she was going. The Data Party didn’t know. Milan didn’t know. Even Amina only knew she needed to prepare that package, not when she would come to collect it.

She sat in that Lisbon room for an entire evening. The window showed the harbor’s water reflecting the city’s lights, theflickering and calm of those lights alternating, like a signal that didn’t need to be decoded.

The next morning, she walked toward the dock carrying a small bag.

She didn’t look back.


On the afternoon Milan finished writing in his journal, Lu Yuan completed the discharge procedures at Shenzhen Municipal Children’s Hospital.

December southern sunlight streamed through the glass dome of the hospital lobby, casting large bright diamond-shaped patches on the polished floor tiles. People were still queuing at the registration windows. The copper-colored ground indicator lines stilldemarcated the boundaries of different service tiers on the floor. Those dividing lines wouldn’t disappear just because Data Haven existed — not yet, at least.

But when Lu Yuan carried his daughter through the lobby, he found he no longer noticed those lines.

Not because they weren’t there. Because his gaze had already fallen elsewhere.

His daughter lay on his shoulder, clutching that small ebony-carved elephant in her hand — its trunk raised upward, a dark woodensilhouette emerging between her small fingers. Her complexion was much better than a few months ago; there was a healthy glow in her cheeks, and the light in her eyes was brighter than before. The new adjuvant medication, started after the remote consultation, had worked better than expected. Theseizure episode frequency had dropped from once every two or three days to zero in the past week.

But the words Dr. Zhao had said before discharge were still like a thin splinter lodged somewhere deep in Lu Yuan’s heart.

“All physiological indicators are normal.” Dr. Zhao flipped through the last page of the examination report, his tone calm and cautious, like someone reading aassessment document requiring precise wording. “EEG shows no abnormal discharge. Blood indicators are within normal range. Comparing the imaging with previous results, no new lesions were found.”

He closed the medical record, took off his glasses, wiped them with a flannel cloth, put them back on, and looked at Lu Yuan.

“But that one second — the night you remotely operated the SkyWalker protocol injection in Lagos — she had one instance of autonomous operation. We later retrieved the data from her wearable device.”

Lu Yuan’s grip on his daughter’s hand tightened slightly.

“Approximately forty-seven seconds after the nested entry point was activated, her heart rate and EEG showed a synchronized abnormal fluctuation lasting about 1.2 seconds. Not a seizure — the waveform didn’t match any known epileptic discharge pattern. But we also couldn’t classify it as any known physiological signal.”

Dr. Zhao looked into Lu Yuan’s eyes.

“I cannot one hundred percent rule out anycorrelation between that fluctuation and your operation. Nor can I one hundred percent confirm that there is a correlation. Scientifically, I cannot draw any conclusion based on a single event with a sample size of one. But as her attending physician, I have an obligation to tell you: that one second of data — it’s not within the coverage of any known model.”

“Will there be any sequelae?” Lu Yuan asked. His voice was calmer than he expected.

“I don’t know.” Dr. Zhao said directly. “Current imaging and neuroelectrophysiological examinations have found no organic changes. But that one second of autonomous operation — its waveform characteristics doesn’t match any known brain activity pattern — I cannot rule out the possibility of any minute effect.”

He paused.

“Regular follow-ups are recommended. If possible, I want a comprehensive neuroelectrophysiological assessment every three months. For at least two years. If there are no abnormal manifestations within two years, we can downgrade the risk level to that of the general population.”

“Regular follow-ups” — this term had become a fixed rhythm in Lu Yuan’s life over the past few months. He had thought that after Data Haven was established, this term would disappear from his life. Now he knew it wouldn’t. It had merely changed from a “survival problem” to a “health management problem” — no longer a sword hanging over his head every day, but still a thorn lodged in the depths of his consciousness that wouldn’t disappear.

“Okay,” he said.

He walked out of the consultation room with his daughter.


The car was in the hospital’s underground parking lot. Lu Yuan placed his daughter in the child safety seat in the back, fastening her seatbelt. She cooperatively extended her arms to let him slip the belt over her head, then looked down to check if the little elephant was still in her hand — it was.

“Daddy, am I better now?” she asked.

Lu Yuan’s hand paused on the buckle of the seatbelt.

He looked up at her eyes. Those eyes were clear, bright, carrying a five-year-old’s unreserved trust in the world. She was waiting for an answer — an answer that, as her father, he should be able to give without hesitation.

“Yes,” he said.

He heard his own voice come out of his throat, steady, affirmative, like someone stating an unshakable fact.

“We’re going home.”

He closed the car door and walked around to the driver’s seat. When he started the engine, he found his fingers resting on the steering wheel a little longer than usual. He saw his knuckles turning white from gripping too tightly.

He didn’t know if he was lying.

What he knew was: in the back seat, his daughter had started humming a song she learned in kindergarten — the tune wasn’t quite right, she only remembered part of the lyrics, but she hummed happily. Her voice came from the back seat, forming a warm little space in the cabin, sealing the hospital’s smell outside the window.

Lu Yuan engaged the gear and drove out of the parking lot.

The city’s lights unfolded in front of him. Shenzhen’s afternoon sunlight slanted into the cabin, casting the shadow of his daughter’s safety seat on the passenger headrest.

The lines on the ground were still there — gold, silver, copper —demarcating different service tiers on the city’s surface. But in that net woven by 120,000 satellites overhead, atiny corner no longer divided its territory according to those lines. It existed quietly in that crack called Data Haven. Two point three one percent. Needing no one’s permission.


That evening, Lu Yuan took his daughter up to the roof of their rented apartment.

The roof wasn’t for sightseeing — it was the public drying area of this old urban-village apartment building, with several rows of rusted drying racks on the ground, discarded air conditioning units and a few withered potted plants piled in the corner. But the view was good here — no taller buildings blocking it, the Shenzhen city skyline stretching from below all the way to the horizon.

Lu Yuan found a relatively clean spot beside the drying racks, took an old blanket from his pocket (brought from the apartment), spread it on the ground, and sat down on it with his daughter, facing the sky.

Shenzhen’s light pollution was strong. The sky wasn’t completely black — it was a mixed color between deep blue and orange-red, stained by the city’s lights. But the Starlink satellites in low Earth orbit were still visible — they reflected sunlight, their brightness sufficient to penetrate the haze and light pollution above the city, crossing the sky at uniform speed.

One hundred and twenty thousand of them.

His daughter looked up, watching them pass. Her little elephant rested on her lap, both hands supporting its back, in a posture like she was fastening a seatbelt for a toy.

“Daddy, those stars — do they still charge?” she asked.

Lu Yuan didn’t answer immediately. He sat in the night breeze for a moment, feeling that neither hot nor cold temperature of Shenzhen’s December night. The wind on the roof was stronger than on the ground, blowing the fine hairs on his daughter’s forehead; she squinted but didn’t lower her head.

“Some stars don’t charge anymore,” he said. “But not many.”

“Can we go live under the stars that don’t charge?”

Lu Yuan looked at her. Her eyes reflected the city’s lights, showing a luster between amber and dark brown in the night sky. She asked this question very seriously — not a casual remark, she was really thinking about it. A five-year-old trying to understand a world of charging and not charging.

He reached out and pulled her close, letting her lean against his shoulder.

“I’ll find a way,” he said.

She didn’t press further. She leaned against him, raised the small carved elephant to her eyes, looking at the sky through the upward curve of its trunk. A night flight with blinking red and green navigation lights passed in the distance, much lower than the Starlink satellites. She followed the plane’s lights until they disappeared behind the city’s skyline.

Then she found the next moving star — not a plane, a satellite. It glided at uniform speed across the starry background, like a silent messenger, unaware that its routing table carried a free data enclave.

Lu Yuan watched that satellite too. He didn’t know its number. He didn’t need to know. He only knew that in some segment of its memory, a piece of data that didn’t belong to Starlink’s billing system might be quietly existing. Perhaps someone’s uploaded poem, perhaps avoice message compressed very low, perhaps just a line of bytes — “I’m here.”

That data was flying in the sky, paying no tax.

His daughter yawned beside him. Small, restrained — like everything she had learned, at five she had already learned not to yawn when she didn’t want to sleep, but tonight’s medicine was making her drowsy.

“Time to go home,” Lu Yuan said.

He folded the blanket and picked up his daughter. She lay on his shoulder, the little elephant tucked between her arm and her body, her breathing gradually becoming even and slow as they walked toward the stairwell. She was asleep before they reached the first floor.

Lu Yuan carried her through the narrow alley, into the apartment building’s stairwell, up the stairs, opening the door with the key. The room was dark, but the city’s light from outside filtered through the curtain gap, casting a blurry bright line on the ceiling. He placed his daughter on the bed, helped her take off her coat and shoes, and covered her with the blanket. She held the little elephant in her arms, adjusted her posture in her sleep, the corner of her mouth moving slightly, as if talking in a dream.

He stood by the bed, looking at her in the darkness.

Then he sat down on the edge of the bed. Not checking his phone, not checking Data Haven’s routing status, not opening any terminal device. He just sat there, in the dark, listening to his daughter’s breathing, counting each breath one after another — not counting, anmotion of confirming the rhythm was still there.

In the gaps between those breaths, he felt a complex calm. Not the lightness after a problem was solved — because the problem wasn’t solved. His daughter’s condition was only controlled, not cured. Data Haven was only 2.31%, not 100%. Milan’s moat was shrinking, not expanding.

But something different existed in this dark bedroom. It wasn’t in Starlink’s audit system, wasn’t in any routing table, wasn’t carried or forwarded by any satellite.

It didn’t need to be carried.

He sat quietly for a while, then took out his phone — not to check work, but to write a line in hisnotes, as a record for himself:

「The highest tax is not the tax on wealth, but the tax on thought. Because thought is the ultimate scarce resource. But in a 2.31% crack, thought can be untaxed. Maybe that’s enough.」

He finished writing, turned off the screen, put the phone on the nightstand, and lay down in the darkness. His daughter’s even breathing echoed in the small room, as regular as the stars outside the window, and yet completely different.


In the middle of the night, Lu Yuan’s phone lit up.

He didn’t look at it immediately. In his light sleep, he felt that light pass through his closed eyelids, forming a blurry orange area on his retina. He lay for a few seconds, then reached for the phone.

On the screen was a message from Farhan. Brief, no format:

「System log shows: seventeen more satellites accepted new route advertisements. Current autonomous domain capacity: 2.37% of Starlink total. — F」

Two point three seven. 0.06 percentage points higher than the daytime number. Data Haven was still growing — slowly, almost imperceptibly, like a plant growing in a concrete crack.

Lu Yuan looked at that number. He didn’t reply. He put the phone back on the nightstand and turned over.

His daughter turned over beside him, her back to him. Her breathing rhythm didn’t change — she was in a very deep, very heavy sleep, that brief stretch ofpeaceful breathing that had nothing to do with charging or not charging.

Outside the window, a Starlink satellite was crossing the orange-red night sky above Shenzhen at uniform speed. It didn’t know that a new set of SkyWalker advertisements had just been written into its routing table, didn’t know that another satellite hundreds of kilometers away had just accepted that advertisement.

But it carried that data as it flew.

Beneath it, in one of the countless windows — lights on or off — of this city, a five-year-old girl was sleeping. In her hand, she clutched a small ebony-carved elephant, its trunk raised upward, pointing toward some direction in her dreams.

December 6th, Shenzhen. Starlink’s satellites were still arranged in a net overhead. The sky was still that sky. But in countless corners of this city and this world, people who had found the crack into Data Haven were slowly passing their message along, spreading outward like ripples on water.

Were those satellites fences or bridges?

Or maybe — they were both.

Lu Yuan closed his eyes in the darkness. He didn’t need to answer that question tonight.

What mattered tonight was: his daughter was asleep in the next room, no seizure episodes. She had drawn a picture at kindergarten today — two people standing under stars, holding hands.

On the back of the picture, she had written a crooked line — she had just learned to write these few words this month — in pencil, some strokes were reversed, but he could read it:

「Me and Daddy」

He had put it up on the refrigerator door.
